It's purpose
It is a way to unify both black-opps, mind-games, vilification of a specific group or related groups, smear campaigning, doom mongering, scaremongering, propaganda, false news sites and genuine public moral concerns on Wedge issues and political cleavage in to a joint way of causing the belief that their is a major enemy from with-in, subversive group, criminal entity and\or oversees threat, which the advocate and it's cronies are uniquely qualified to prevent with the use of mostly unconstitutional, divisive, radicalised, hateful, homicidal, extra-judicial and almost always dictatorial methods.
It's usage
It has been used through out history, as Hitler and Lenin can testify to, but it became a huge phenomena in the Cold War. The ruling elites in America and the USSR used it a lot in the early 1950s and early 1960s to further their own personal power and stoke-up hatred towards the other side.
The Arabs, sub-Saharan African states and Latin Americans used it often between the early 1950s and the late 1970s. The unpopular leaders would play a mixture of anti-colonialist, anti-revolutionary and nationalist propaganda to justify their continued rule.
Revolutionaries often played they anti-elitist, anti-colonialist, anti-repression and suppressing fake or deliberately induced counter-subversives as a cover for taking over and not going away.
Coup leaders also use national ecanomic salvation, preventing neo-colonialism, preempting foreign intrigues and suppressing fake or deliberately induced subversives as a cover for taking over and not going away.
The number of real communist, Zionist, Arab-nationalist, fascist and capitalist plots were much less than the lying leaders and revolutionaries would let us think they were.
Examples
Stalin's purges, Saddam's 1979 Baath Party purge, the EU's breakdown of relations with Turkey and House Committee on Un-American Activities were both a way to maintain a rule by fear and the pinnacle of a threat construction plan that left people thinking there was a massive an ultra-covert plot to oust the regime under way.

- It ensured loyalty via fear of being stitched up by Saddam and his cabal.

- It extended his and his cronies' personal power in Iraq.
Brexit
The UK was, by the year 2010, largly Eurosceptic in nature. Brexit was soon hijacked by UKIP so it swerved from a political-corporate debate on sovereignty, the Common Agricultural Plan (CAP), the Euro (€), trade and ecanomic decline to a UKIP- Eurosceptic Conservative (Tory) back bencher lead rant that blamed free trade for the EU, the EU for all immigrants, all immigrants for the UK decline and Germany for all EU policies. The British population soon became xenophobic, voted for Brexit, servearly radicalised and killed several Poles and Asians over the following months.
This was lead by the likes of Nigel Farage and Boris Johnson, both of which are thriving on the perfect storm made by the colliding refugee crisis, terrorist threat and continued global financial difficulty, believing a far right\Euroceptic political narrative that bore little resemblance to the empirical truth as the parties' supposed experts conflated issues as gave broad brush stroke answers to any questions that applied to the crucial issues they didn’t want to confront or were found to be confused about.
When the Scots and N. Irish voted to stay in the EU and the SNP wanted a second vote on leaving the UK and N. Ireland feared a 'hard border' with customs posts being put up between the UK and Ireland.
The SNP then tried to promote itself, as in the first independence referendum, on claims the UK was intrinsically racist towards Scots and that Scotland had the right to run amok in both the UK and EU. The Tories also played their 2014 strategy of vilifying the SNP with claims that the the Scots wanted direct rule from London and the only way to save the UK from breaking up was to make it an English-centric unitary state, with as much power as possible concerted it the British cabinet's hands.
The SNP and Tories began vilifying each other and the latter abandoned the need for a serious manifesto. The Tories then began to sling political dirt at the EU official Jean Claude Junker and personal attacks at Jeremy Corbyn (Jezza). Theresa May and Anglia Merkel then ruined any hope of a safe and happy Brexit as they vilified each other in a sea of racist bile to Jean Claude Junker's dismay.
The EU's breakdown of relations with Turkey
Turkey and Germany used to be friends and Turkish labor rebuilt both Germanys in the 1960s and 1970s. West Germany also had British and Irish builders, while East Germany had Cuban, Angolan, Vietnamese and Mozambique laborers.
Things started to go wrong in early 1990 when W. Germans had some fights with the Irish and Brits, as well as also slamming the E. German plan to give Turks Visa free access to the GDR that lead to protests from the FRG, who claimed it was a plot to flood them with Turks.
between March 30th and April 2nd, 1990. With in days 200 E. German skinheads football rioted and beat up some Turks in E. Berlin, an Angolan was racialy assaulted in East Berlin, several Turks were burnt out of a hostel in Rostok and a Brit was beaten up in West Berlin.
Over 500 Turkish Kurds that were fleeing the then low level separatist conflict were stranded in Czechoslovakia after being refused their admission into W. Germany on Jun 13th, 1990.
Turkish soccer thugs in the early 2000s and the rise of the authoritarian leader Recep Tayyip Erdoğan aggravated the situation further.
Both Turkey and Germany began threat constructing in the mid 2000s. Turkey blamed Europe, the PKK, the PYK, the EU and Syria's civil war; whilst the EU blamed immigrants, the Syrian part of the 2008 ecanomic crash, the rise of UKIP and the Turks for all woes. Both said it was grounds for extraordinary political powers and also soft neo-Nazisum in Europe. As a result Islamists gained popularity in Turkey, whilst Nazis and Popularisum took off in the EU.
The Syrian–Turkish border incidents during the Syrian civil war, the the 2014-to date immigration crisis, Islamophobia in Europe, The 2016 Turkish coup, censorship of Google and the politcaly motivated the closure of popular Cumhuriyet newspaper made things worse on all sides.
President Erdoğan used all this conflict as a reason for holding a referendum on becoming a dictator in all but name, while Europe said ethnic Turks were behind all the Islamic terror attacks in Europe; which they weren't, since one of the attacks in Germany was made by an Iranian, and so on.
2016 Turkish electoral campaigning, 2017 referendum and visits by state officials was banned in Germany and the Netherlands. OK, the Köln hall may have been to small, but why did they not find another venue, and the only reason the Turks rioted in the Netherlands when the Minister for Women's' Affairs turns up was because the Dutch wanted to kick her out. Both nation's governments used this as an excuses to align with the neo-Nazis (which gained support due to this), hate the UK, hate Turkey, condone Neo-Nazi-leaning Hungary and slip towards dictatorship via a 1 party state (a government-Nazi cabal that are in cahoots behind the scenes). The Turkish president upset both by saying in mid-March that the Dutch and German governments were Nazis. The Netherland said Turkey was not to send officials there and opposition rallies by ex-pats and migrant labours were welcomed. Germany openly called Turkey a dictatorship, said it had the right to ban any more Turks from even visiting the country, that Turks were mostly Islamist terrorists and threw it's support benide the Kurdish rebellion. The German government also offered political support to the communist PKK movement as a PKK rally then took place in. The Turkish government fed off this and the Turkish public backed them all the more!
Public panic, protests and riots
As the pro-Brexit lobby, President Deturte's victory, President Maduro's initial victory and Trump's victory show, if is used to whip up a crowd of frightened, economically devastated, gullible, prejudiced, desperate, ill educated and\or paranoid people then a politician can land slide to victory in a sea of public fear; possibly even dictatorship. They then stay in office via a mix of lies, electoral fraud, trickery, intimidation and fear. There offical police units, unofficial thug units or a poorly educated, fanatical, radicalised and easily misled mob then enforce their will on rivals to ensure power will not change.
